In February 2009, USAID launched the three-year Municipal Heating Reform (MHR) Project, implemented by International Resources Group (IRG). The Project will help Ukraine transform municipal heating into a financially viable, well-managed, and fairly regulated sector that delivers reliable, quality services at affordable prices to the population, public institutions, and local industries. Working closely with the National Government of Ukraine (GOU) and local governments, the Project will strengthen the legal, regulatory, and institutional framework leading to the improvement of heating services, tariff regulations, and compliance with European Union legislation in this sphere. The Project cooperation with partner cities will continue until February 24, 2012 and will include in municipal energy assessments, development of municipal energy plans, development of legal and technical specifications for metering equipment, implementation of energy efficient technologies, and monitoring results. Furthermore, the Project will promote establishment of the co-owners'​ associations of multi-apartment buildings, as well as housing cooperatives, and will assist in improved management and advanced financial responsibility.
